To closely follow the trends in technological development, optimise existing infrastructure with innovative thinking and leveraging technology, utilise limited land and road resources more effectively, and enhance the efficiency and quality of future transport infrastructure.
To enhance the overall transport efficiency and make good use of road space, we recommend progressively implementing smart motorway management. With regard to major roads under planning, including Route 11 and the Northern Metropolis Highway, suitable smart motorway elements and requirements will be incorporated into the respective designs at the planning stage; for existing major roads, we will seize the opportunities brought by the relevant expansion works to incorporate smart motorway elements into suitable projects.
In the long term, the smart motorway data will be integrated into the Traffic Management Platform to achieve unified traffic management, providing the public with more accurate traffic information and enhancing the overall transport efficiency and resilience.
To address the shortage of parking spaces for commercial vehicles, the Government is committed to achieving the vision of “every commercial vehicle having a suitable parking space at night”, and will systematically increase the supply of parking spaces. We will reinforce existing policies and measures by pursuing “single site, multiple use” principle in the provision of public parking spaces; coordinating districts to designate more night-time on-street parking spaces; and deploying automated parking systems in suitable government car parks and short-term tenancy car parks.
New strategies include providing parking facilities for commercial vehicles in the planning of new development areas such as the Northern Metropolis; implementing dedicated schemes for night-time on-street parking for commercial vehicles in new development areas; and, when developing public car park projects in areas with a high concentration of logistics activities, giving priority to the provision of parking spaces for commercial vehicles.
The Government will implement various measures to enhance the efficiency of parking space usage. The Government is actively promoting the “shared-use” of parking spaces. For example, loading/unloading bays in subsidised housing developments are being opened up for night-time commercial vehicle parking. The Government will also consider requiring a certain number of ancillary parking spaces and loading/unloading bays to be opened up for the night-time public parking of commercial vehicles in designated suitable new private non-residential land sale projects, and explore expanding its scope of application.
The Government will also consider flexibly adjusting the effective time period of night-time on-street commercial vehicle parking spaces to meet the needs of the transport sector. Furthermore, the Government supports the provision of park-and-ride facilities at suitable railway stations or nearby locations to encourage motorists to park their vehicles and switch to railways, thereby reducing the number of vehicles entering congested areas.
The Government adjusted the First Registration Tax and licence fees for private cars in 2021 in order to curb car growth. Although fiscal measures have had visible effects in controlling vehicle growth and usage, when considering adopting such measures or even stricter strategies, we need to assess the overall car growth situation and the impact of various measures, while continuing to improve transport infrastructure, and encouraging off-peak travel.
We are also committed to applying technology to boost road use efficiency, thereby facilitating convenient travel for the public. For example, the Transport Department has implemented the HKeToll non-stop toll payment service at government tunnels, and rolled out time-varying tolls at the three road harbour crossings and the Tai Lam Tunnel. We will continue to closely monitor changes in the usage of government tunnels and major roads, and review tolls in a timely manner.
