Traffic and Transport Strategy Study

This Study formulated a long-term strategy blueprint for Hong Kong with a view to building a reliable, safe, smart, environmentally friendly, and highly efficient transport system for Hong Kong, meeting the economic, social and leisure travel needs of the public, enhancing the flow of people and goods within the Guangdong-Hong Kong-Macao Greater Bay Area and supporting the sustainable development of Hong Kong.

Guided by a “people-centric” philosophy, this theme focuses on enhancing travel experience and the functionality of transport hubs. It centres on further strengthening Hong Kong’s transport infrastructure and public transport-related hardware and software facilities, emphasising convenience, diversity, flexibility and sustainability of transport services. It also aligns with the development of the Northern Metropolis, improving cross-boundary transport connectivity to allow visitors to seamlessly travel between Hong Kong and other cities in the Guangdong-Hong Kong-Macao Greater Bay Area.

Leveraging technology and artificial intelligence to build a smarter transport network, this theme charts the strategic directions for various transport technologies to advance Hong Kong’s digital traffic management to a higher level. It also continuously promotes improvements in transport infrastructure efficiency and quality. This theme fully reflects the Government’s commitment to promoting smart mobility, and boosting the connectivity of Hong Kong’s transport network by harnessing technology.

Healthy Mobility

Promoting a low-carbon transformation by combining the proliferation of new energy vehicles with the enhancement of walking and cycling facilities, we can gradually reduce vehicular carbon emissions and advancing towards carbon neutrality. This theme will shape the functions of urban streets in New Development Areas from a planning perspective, advocating walking, cycling, and the safe use of electric mobility devices.
